With the plan finalized, the next day Zhong Da personally took Old Blackhead to meet He Jin, a member of the Supervision Team in charge of the heavy industry zone. He Jin was one of Cao Shang’s men; he used to act like an old buddy with Zhong Da, but today things were different. “Oh my, Brother Da, what brings you to see me so early?” “I’ve got a favor to ask, brother.
